* Abstract

Japanese civil society has traditionally been depicted as accommodating and apolitical despite its quantitative growth. Documenting how Japanese state has responded to the growing social discontent when it had to initiate unpopular welfare reforms against popular demand, this study examines what has hindered the political empowerment of civil society despite the timely introduction of participatory policymaking institutions.
